The Sambyeolcho was a military unit of the Goryeo dynasty while the Choe family held the reins of power as military dictators behind puppet kings. The Sambyeolcho was an army with a strong public character in combat with the police, and its conductor has also been assigned a national official such as Doryeong. As a soldier and a military officer, it was easier to move around than other soldiers. The Sambyeolcho rose in rebellion in 1270 to protest against the strong ambition of the government. After establishing its own government and fighting for three years against the government and the won, it was destroyed by the Korean-Mongolian alliance in 1273.

This stone fortress was built along the 120 kilometer-long seashore. When Mongols invaded the country in 1270, a unit of troops named Sambyeolcho resisted them at Yongjangseong Fortress in Jindo, the southern tip of the mainland. However, they were defeated. Later, the central government sent Yeongam magistrate Kim Su and General Go Yeo-rim to build a defensive fortress on Tamna (present-day Jejudo Island). This was the origin of this fortress. The fortress was repaired repeatedly in order to fend off Japanese pirates. Parts of the fortress in Onpyeong, Sinsan, Gonheul, Byeoldo, Samyang, Bukchon, Dongbok, Haengwon, Handong, and Aewol have been preserved in good condition.

Hwanhaejangseong, Great Encircling Wall, stretches across the entire coast of Jeju Island, reaching a total length of about 120km. The wall was built in 1270, the 11th year of King Wonjong in the Goryeo Dynasty, from entering Jeju Island. Even after Jeju was occupied by Sambyeolcho, the military unit continued to use the wall for self-defense. After Sambyeolcho was destroyed, it was continuously maintained until the end of Joseon dynasty in preparation for the invasion of Japan.
