Viljandi Town Hall at Linnu Street 2 is one of the four oldest stone structures in the Old Town. It was built around 1768-1774 and was originally owned by Johann Nicolaus Otto, a lawyer and the mayor of the city. In 1783, the building became Viljandi's governing center, as it was rented to the city's new magistrate and the county treasury. In terms of style, the building with its half-hipped roof belonged to the Late Baroque era, just as the other stone buildings in the city. The town hall got a small wooden clock tower in 1838, when the building was already owned by the city. In 1931, the town hall was completely re-designed in a functionalist style by the city engineer Erich Otting and architect Johannes Fuks. A number of offices were added, central heating and plumbing systems installed. In the new tall tower, an electric clock from the Germany company AEG was placed. It made the first rounds during St John's Eve in 1932. The historic clock face was restored in 2021 and the clock system became a national cultural monument. The building's courtyard was turned into a park and named the Town Hall Rose Garden.
