Toompea Castle is the seat of the Parliament of Estonia, the Riigikogu. The complex of the buildings of Toompea Castle is made up of the medieval fortress with its western wall and the Tall Hermann Tower, the Classicist palatial Province Government building from the 18th century, and the Expressionist style Riigikogu Building in the castle courtyard. Toompea has been the seat of power in Estonia for 800 years. In the course of time, vice-regents of Denmark, commanders of the Livonian Order and the Swedish and Russian governors have ruled the territories of Estonia from here. During the first decades of the Republic of Estonia, Toompea Castle was also the residence of the head of state, and for a long time the Government of the Republic of Estonia worked here together with the Parliament. At present, Toompea Castle houses the Riigikogu, the Parliament of Estonia. In the course of centuries, Toompea Castle has turned from a medieval fortress into a modern center of government. The Riigikogu Building was built in the castle courtyard in 1920-1922 according to the design by architects Eugen Habermann and Herbert Johansen. Due to its Expressionist design, it is unique among parliament buildings in the world. In 1935, the south wing, which matches the style of the Province Government building, was constructed, and the Governor's Garden got its present design.
