This is a site where a palace of the Goryeo period used to stand. The palace was built when the capital of Goryeo was moved to Ganghwa from Gaeseong in the 19th year of King Gojong (1232) to struggle against the Mongols and used for 39 years. However, the palace and castle were all demolished when Goryeo entered into friendly relations with Mongols and moved its capital back to Gaeseong in 1270 upon the request of Mongolia. In the Joseon Period (Joseon Dynasty), Yusu-bu Government Office, Ibangcheong (office of the Department of Secretary and Personnel), Oegyujanggak (Subsidiary royal library), Jangnyeonjeon Hall, Mannyeongjeon Hall, etc, were added as well as a temporary palace where the king stayed when making a royal visit outside the palace, but were mostly destroyed during the Byeongjahoran (Manchu War of 1636 - Qing invasion of Joseon) and Byeonginyangyo (Aggression of French Forces in 1866). The site was designated as Historic Site No. 133 in 1964 and restored as a part of Ganghwa's project to recover historic sites in 1977. Currently, Yusu-bu government office, Ibangcheong, Oegyujanggak (restored in 2003), etc, remain at the site.
