This building had only two stories when it was constructed in the early 1960s, with the third and fourth stories added in the 1970s by the architect Park Mu-gil. Together with the main building, the annex used to be the center of all administrative work for Jeollanam-do making it an important place of modern history in Korea today. It has a tidy facade with identical windows placed between protruding columns and little ornaments. Part of the building has been preserved and remodeled as a cultural complex, facilitating international exchanges and research on democracy, human rights, and peace and offering education on civic participation.
