The legend of Seobul comes from a stone inscription on the wall of Jeongbang falls. Seoul was Qin Shi Huang's envoy from China who came to Jeju to find elixir plants for his emperor. He sailed towards Yeongju mountain now Halla mountain with hundreds of young children on a fleet of ships. Seobul dropped the anchor by the coast of Jeongbang waterfall and climbed Yeongju mountain. He found the elixir plants and sailed towards the west instead of returning to China. As he was leaving Seobul he left an inscription saying 'Seobul has been here' on the wall by Jeongbang falls. Some say that the name Seogwipo may also have derived from this. Seobok Exhibition Hall has collected material relating to this legend. The legend about 'Seobul' (or Seobok) starts with the name inscribed on the cliff of the Jeongbang waterfall. 'Seobul', who was an envoy of Chin, the powerful emperor of China, came to Mt. Yeongju (Mt. Halla), one of the three holy mountains with the elixir of eternal life, looking for one for Emperor Chin's immortal life with the huge delegation of 500 men and women (or 3000). After Seobul anchored his ship on the shore of the Jeongbang waterfall, he climbed Mt. Yeongju, found the elixir of life, and returned to the west. As he returned, he inscribed 'Seobulgwaji' on the cliff of the Jeongbang waterfall, from which 'Seogwipo', the name of this city, was derived.
