The Heroes of the War of Independence Monument in Tulcea is situated on Colnicul Hora, currently known as Monument Hill, within Monument Park, where the remains of the Aegyssus fortress can also be found. It was originally established on October 17, 1879, in the presence of King Carol I of Romania. Sculptor George Vasilescu was responsible for its design and construction. The initiative to erect the Monument was undertaken by the League for the advancement of Dobrogea, led by poet Ion Nenitescu, as a tribute to the bravery and heroism of the Romanian people during the war for liberation from Ottoman rule (1877-1878). Initially, the Monument featured a square plinth with two steps, composed of Dobrogea granite, placed on a pedestal consisting of two parallelepiped volumes and a pyramidal trunk. It was adorned with an arm and cornice, supporting a majestic 22-meter high obelisk made of Ravenna granite. At the base of the obelisk, there were two sculptural elements: a dorobant (Romanian infantryman) holding a weapon and a horn, as well as a large eagle with its wings spread. Following its destruction between 1916 and 1918, the Independence Monument was reconstructed in 1932, albeit without the statue of the dorobant and the eagle. In 1977, on the occasion of Romania's State Independence centenary anniversary, the Monument was restored to its original form, with sculptor Cristea Grosu contributing to the restoration effort.
