The clock tower of Elbasan is situated inside the castle walls. It was built by traders from Elbasan in 1899. The year and history of its construction is carved in the arch of the southern gate, where, among other, it is written that its construction was made possible thanks to the men of Elbasan, especially that of Aqif Pasha Bicakciu (Elbasani).
