The building of the town government was constructed in 1949 (architect Popov, chief-engineer Gordejev). The tower of the building is the key element of the architectural ensemble of the old town. The shape of the tower resembles a Lutheran church. When architects were projecting the design of the building, they approached the principle that each Baltic and Northern-European city must have a medieval style town hall. Despite the fact that the old town was constructed in the strict atheistic times when Josif Stalin was ruling the state, this principle was kept in Sillamäe. Today there are offices of town administration and town Council and a new renovated hall for meetings of the town Council.
