Skampis Castle was built in the era of Emperor Diocletian (284-305). It represents a castrumstatum, the center of a Roman legion. The castle was built according to an orthogonal plan, defined by the crossing of two roads: decumanus, heading from east to west and cardo in the direction from north to south. The walls are shaped as a rectangle of the size 308 meters x 348 meters. It has four entrance gates located in the middle of each curtain and is equipped with 26 towers. There can be seen three different construction periods:
1 - Late Roman period, the period of Emperor Diocletian
2 - Early Byzantine period, the period of Emperor Justinian
3 - The Ottoman period, in which the city was first named ljl-basan and later it evolved to Elbasan, while the local Christian community kept using the Greek name Neokastra and the foreigners called in Terranova. The name Elbasan has a military strategy meaning, it means 'to hold it, to own this place'.
